






I. Introduction
In February 2025, as the Two Sessions were held successively across various regions, the development of the hydrogen energy industry became a focal point for many representatives. As a clean, efficient, and sustainable energy source, hydrogen energy is gradually becoming a key direction in the global energy transition. During the Two Sessions, representatives from different provinces actively contributed their insights and proposals for the development of the hydrogen energy industry, putting forward a series of forward-looking and targeted suggestions. This article will conduct an in-depth analysis of the proposals related to hydrogen energy during the Two Sessions and explore new opportunities for the development of the hydrogen energy industry.
II. Overview of Proposals by Two Sessions Representatives
Zhenguo Li, a representative of the Shaanxi Provincial People's Congress and President of LONGi Green Energy Technology Co., Ltd., pointed out that although the current green hydrogen industry faces constraints in terms of cost, efficiency, materials, and economic viability, in the medium and long-term, green hydrogen will remain an indispensable part of the future energy system. He emphasized that the development of the green hydrogen industry is hindered mainly by the high cost of producing green hydrogen from green electricity and the severe cut-throat competition in the domestic market. Nevertheless, LONGi remains optimistic about the prospects of the hydrogen energy industry in the long term and is committed to continuous investment and exploration in the hydrogen energy field. This perspective reflects both the challenges and hopes of the green hydrogen industry and provides direction for its future development.
Ying Chen, Executive Director and General Manager of SPIC Jinan Green Motion Hydrogen Energy Technology Co., Ltd., suggested formulating a five-year development plan for the hydrogen energy industry across the province, with clear development goals, roadmaps, and key tasks. She proposed strengthening the planning and cultivation of the hydrogen energy industry, systematically reviewing available by-product hydrogen and green hydrogen resources, as well as future hydrogen demand in various regions, and planning the construction of a provincial hydrogen transmission pipeline network and hydrogen refueling station network. This recommendation aims to address the lack of unified planning and layout in the hydrogen energy industry and provides suggestions for scaling up R&D and innovation in the hydrogen energy sector.

Liaoning Province Two Sessions: Creating New Momentum for Green Methanol Development
Feng Wang, a member of the Liaoning Provincial Committee of the Chinese People's Political Consultative Conference (CPPCC), proposed the suggestion of "creating new momentum for green methanol development," aiming to reduce the cost of green methanol production and expand its application scenarios. He suggested leveraging the leading enterprises' role to promote demonstration projects such as wind power-to-hydrogen coupled with green methanol integration. This proposal helps to advance the integration of the hydrogen energy and chemical industries, bringing new growth points to the hydrogen energy industry.
4. Sichuan Province Two Sessions: Four Suggestions by Professor Mengqiang Wu of the University of Electronic Science and Technology of China
Mengqiang Wu, a member of the Sichuan Provincial Committee of the CPPCC and a professor at the School of Materials and Energy of the University of Electronic Science and Technology of China, put forward four key focus areas: first, strengthening the overall layout of the industry chain; second, initiating market-driven industrial development; third, building a coordinated development system of "hydropower, wind and solar power generation + hydrogen energy storage"; and fourth, leveraging the energy supply characteristics of hydrogen energy. He particularly emphasized the integration of hydrogen energy storage with renewable energy generation and proposed promoting the integration of hydrogen energy storage with other energy storage forms. This suggestion contributes to enhancing the role and position of the hydrogen energy industry in the new-type energy system.
5. Highlights of Proposals from Other Provinces' Two Sessions
At the Hainan Province Two Sessions, CPPCC member Sheng Li suggested that Hainan should further clarify the importance of hydrogen energy in optimizing the energy structure and promote the development of the green hydrogen entire industry chain. At the Chongqing Municipality Two Sessions, CPPCC member Xin Wang emphasized strengthening the coordinated development of the Chengdu-Chongqing Hydrogen Corridor and establishing a sound linkage mechanism for the corridor. At the Beijing Municipality Two Sessions, several CPPCC members also brought forward proposals related to hydrogen energy development, including expanding hydrogen energy application scenarios, strengthening the regulatory system and standards for the hydrogen energy industry, among others. These proposals collectively provide strong support for the development of the hydrogen energy industry.
III. Impact of Two Sessions Proposals on Hydrogen Energy Industry Development
The Two Sessions proposals provide policy guidance and planning support for the development of the hydrogen energy industry. Local governments have successively introduced action plans for the development of the hydrogen energy industry, clarifying development goals, roadmaps, and key tasks. These policies help address the lack of unified planning and layout in the hydrogen energy industry and provide strong support for its scaling up and commercialization.
The Two Sessions proposals emphasized the importance of technological innovation and R&D. Representatives proposed strengthening core technology R&D and innovation, optimizing hydrogen storage technology, among other suggestions. These recommendations contribute to improving the technological level and safety of the hydrogen energy industry, driving it toward higher quality and greater efficiency.
The Two Sessions proposals also focused on market expansion and application promotion. Representatives suggested expanding hydrogen energy application scenarios and accelerating the promotion of demonstration applications. These recommendations help to advance the widespread application of hydrogen energy in fields such as transportation and energy storage, providing a broad market space for the development of the hydrogen energy industry.
The Two Sessions proposals also highlighted the importance of collaborative development within the industry chain. Representatives proposed strengthening the overall layout of the industry chain and promoting the clustered development of hydrogen energy equipment. These recommendations help to foster close cooperation and collaborative development among upstream and downstream enterprises in the hydrogen energy industry chain, enhancing the overall competitiveness of the hydrogen energy industry.
